Requires public schools to base reading instruction on the science of reading, defined as explicit, systematic, evidence-based instruction using phonemic awareness, phonics, fluency, vocabulary, and comprehension; excludes visual memory as primary method and the three-cueing system model.

Establishes a reading reset account with $250 million for fiscal year 2024 to fund curriculum and materials ($125 million), teacher training ($100 million), and parent reimbursement for literacy tutoring ($25 million) for students not reading at grade level.

Mandates school district ten-year facility plans include a safe schools plan identifying physical modifications to improve student and staff safety at each school site, effective for plans submitted after August 1, 2023.

Creates $100 million school security grants program for fiscal year 2024, with maximum $300,000 per district, to fund comprehensive security systems including bullet-resistant doors, lockdown systems, emergency communication systems, and access controls for first responders.

Increases general education formula allowance to $7,206 for fiscal year 2024 and $7,566 for fiscal year 2025; increases special education cross subsidy reduction aid factor to 65 percent for fiscal years 2024-2025 and 75 percent for fiscal year 2026 and later.
