Prohibits the Minnesota Department of Health and Office of Health Facility Complaints from assessing or collecting fines, penalties, and enforcement cost recoveries against assisted living facilities from the effective date through December 31, 2023.

Covers fines for noncompliance with correction orders, state law violations, federal law violations (to the extent permitted), failure to provide requested information, and failure to pay correct fees or initial fines.

Requires the commissioner of health to repay all monetary penalties and fines paid by assisted living facilities to the state after December 31, 2020 through the effective date, with repayment due no later than September 1, 2023.

Requires facilities receiving repayments to use the funds, to the extent possible, to remedy the issues that led to the original fines and to promote positive outcomes for residents.

Becomes effective the day following final enactment and applies to penalties or fines due on or after that date.
