Modifies the definition of "usual and customary price" for medical assistance prescription drug reimbursement to exclude prescription savings clubs or discount clubs where individuals pay to access special rates or discounts.

Establishes that the basis for payment is the lower of ingredient costs plus professional dispensing fee ($10.77 for legend drugs, $3.65 for certain over-the-counter drugs) or the usual and customary price charged to cash-paying patients.

Requires all discount amounts from third-party agreements or contracts to be reflected in the net submitted charge, which cannot exceed patient liability for the service.

Directs the commissioner to use National Average Drug Acquisition Cost (NADAC) to determine ingredient costs, or wholesale acquisition cost minus two percent when NADAC is unavailable.

Requires the commissioner to contract with a vendor to conduct cost of dispensing surveys for all Minnesota pharmacies dispensing outpatient drugs under medical assistance, with initial survey completed by January 1, 2021 and repeated every three years.
