Establishes staggered four-year terms for Metropolitan Council members, with odd-numbered districts ending in years ending in "5" and even-numbered districts ending in years ending in "7"

Expands the nominating committee from seven to fifteen members: three appointed by the governor, five appointed by the Association of Metropolitan Municipalities, and seven appointed by the Association of Minnesota Counties (one from each represented county)

Requires notices of vacancies to include detailed position descriptions containing required skills, expected time commitments, and connection to the district, and mandates electronic notification to local governments within ten days

Requires the nominating committee to publish finalist names and qualifications and provide a 14-day public comment period before the governor may appoint a member

Requires the governor to provide written explanation if rejecting the nominating committee's three finalists

Effective for appointments made on or after January 1, 2024, in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties
