Requires each major political party to nominate one presidential elector from each congressional district and two presidential electors from the state at large through delegate conventions.

Mandates that party chairs certify to the secretary of state at least 71 days before the general election the names of nominated presidential electors, alternate electors, and the party's presidential and vice presidential candidates, along with designations of whether each elector is at-large or represents a specific congressional district.

Directs the State Canvassing Board to canvass returns and determine elected presidential electors by using statewide vote totals to elect at-large electors and vote totals within each congressional district to elect district-specific electors.

Provides that when multiple candidates receive equal highest vote totals, the secretary of state shall decide by lot which candidates are declared elected.

Requires the governor to issue certificates of election signed by the governor, sealed with the state seal, and countersigned by the secretary of state to each person declared elected as a presidential elector.
