Commissioner of Education must develop a system to provide stipends to teacher candidates completing field-specific student teaching requirements in Professional Educator Licensing and Standards Board-approved programs.

Minnesota districts and charter schools hosting student teachers must pay stipends, with half paid at the beginning and half at the conclusion of the student teaching experience, with reimbursement from the Department of Education.

Student teachers are classified as temporary employees and are not eligible to enroll in local bargaining units or receive locally bargained benefits.

Commissioner must establish an annual stipend amount per teacher based on projected number of student teachers and available funds, with teacher preparation programs providing projections by March 31 each year.

Appropriates $18,526,000 from the general fund for fiscal year 2025, with the same amount set as the base for fiscal year 2026 and later, effective July 1, 2025.
