Appropriates $4,000,000 from bond proceeds fund to the commissioner of transportation for a grant to the city of North Branch for predesign, design, and right-of-way acquisition for an interchange at Interstate Highway 35 and 400th Street.

Funds are available only after the commissioner of management and budget determines sufficient nonstate resources have been committed to complete the project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $4,000,000 to provide the appropriated funds.

Bond sale and issuance shall follow procedures specified in Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
