Eliminates county responsibility for cost of care at Anoka-Metro Regional Treatment Center for patients committed as mentally ill and dangerous to the public who are awaiting transfer to another state facility, effective retroactively from July 1, 2021 through June 30, 2025.

Eliminates county responsibility for cost of care at state-operated community behavioral health hospitals under the same conditions and timeframe as Anoka-Metro.

Appropriates $13,188,000 in fiscal year 2024 from the general fund to reimburse counties for prior payments made and forgive existing county debt for the identified services between July 1, 2021 and June 30, 2023.

Prohibits the commissioner of human services from sanctioning counties or seeking payment for outstanding debts related to these care costs during the specified period.

Allows the commissioner to continue seeking reimbursement from counties for other care provided at these facilities not covered by the retroactive elimination.
