Extends a $25,000,000 appropriation from bond proceeds in the trunk highway fund for environmental analysis, predesign, design, engineering, and right-of-way acquisition on trunk highway projects identified in the State Highway Investment Plan.

Allows the commissioner of transportation, in consultation with the commissioner of Minnesota Management and Budget, to use funds on existing bond-eligible trunk highway projects within the State Transportation Improvement Program.

Extends the deadline for bond sale authorization and appropriation of bond proceeds from the original expiration date to December 31, 2028, notwithstanding Minnesota Statutes section 16A.642.
