Requires transportation network companies (TNCs) to maintain insurance for drivers with minimum coverage of $1,000,000 for medical costs, $500,000 for disability, and 75 percent of lost wages.

Establishes minimum compensation of $1.55 per mile and $0.54 per minute for trips, with annual adjustments beginning July 1, 2025, based on Consumer Price Index increases.

Creates deactivation procedures requiring TNCs to provide written notice, allow driver appeal meetings within 15 days, and permanently deactivate drivers only for specific serious crimes including sexual conduct, stalking, and driving while impaired.

Prohibits discrimination based on race, national origin, color, religion, age, gender, disability, sexual orientation, or gender identity, and prohibits retaliation against drivers for raising complaints.

Establishes a nonprofit driver resource center to provide representation services, outreach, and education to TNC drivers regarding their rights and labor standards.
