Creates a minimum city aid distribution formula effective for aids payable in calendar year 2025 and thereafter, with different calculations based on whether a city's certified aid is less than or equal to/greater than its current unmet need.

Cities with certified aid less than unmet need receive aid equal to their previous year certified aid plus city formula aid under subdivision 8.

Cities with certified aid equal to or greater than unmet need receive the greater of their unmet need or the previous year amount minus the lesser of $10 times population or 5 percent of prior year net levy.

Establishes a minimum aid floor of $150 multiplied by population for cities located in counties containing a city of the first class, provided the city's unmet need is greater than zero.

Increases total state city aid from $644,398,012 (2024) to $722,704,893 (2025 and thereafter).
