Establishes a minimum city aid distribution formula for calendar year 2024 and thereafter based on whether a city's certified aid is less than or greater than its current unmet need.

Cities with certified aid less than unmet need receive aid equal to their previous year's certified aid plus city formula aid under subdivision 8.

Cities with certified aid equal to or greater than unmet need receive the greater of their unmet need or their previous year's aid minus $10 per capita (or 5% of net levy, whichever is less), with a minimum of $0.

Cities of the first class must receive minimum aid distribution of $150 multiplied by the city's population, notwithstanding other formula provisions.

Increases total state aid payable under city aid distribution to $644,398,012 for 2024 and $657,681,729 for 2025 and thereafter, with effective date for calendar year 2025.
