Removes the $9,000 rounding threshold for principal lobbying expense reports to the state campaign finance board, allowing more precise reporting of spending by type of lobbying activity.

Principals must continue reporting total spending on four types of lobbying: legislative action, administrative action, rate setting/power plant siting/certificates of need, and political subdivision action.

Requires reporting of direct payments to lobbyists, expenditures for advertising/research/consulting/legal counsel, and a good faith estimate of salaries and administrative overhead attributable to lobbying activities.

Principals must report paid advertising disbursements exceeding $2,000 used to urge the public to contact officials, including purchase date, vendor name and address, advertising description, and subjects addressed.
