Establishes a 25-member Digital Citizenship, Internet Safety, and Media Literacy Advisory Council to be convened and administered by the commissioner of education.

Council composition includes three classroom teachers, three school media specialists, three parent-teacher organization representatives, four Minnesota Regional Public Library System representatives, two academic librarians, and experts in digital citizenship, Internet safety, computer science education, student information systems/data privacy, and media literacy.

Advisory council must recommend best practices for instruction in digital citizenship, Internet safety, and media literacy, and methods for teaching students to safely and responsibly use media and technology.

Commissioner must report to legislative committees by January 14, 2026, including guidelines for instructional practices and any draft legislation needed.

First meeting must occur by April 1, 2025; council expires January 15, 2026; appropriation from general fund in fiscal year 2025 available until June 30, 2026.
