Grants the city of Plymouth, Hennepin County, authority to establish one or more tax increment financing redevelopment districts limited to the city center district identified in the Plymouth, Minnesota Zoning Map as of January 1, 2024.

Deems the district as meeting requirements under Minnesota Statutes section 469.174, subdivision 10, and exempts it from section 469.176, subdivision 4j.

Extends the five-year increment period under Minnesota Statutes section 469.1763, subdivision 3, to ten years.

Allows tax increment funds from the district to be expended outside district boundaries within city limits while being deemed expended on activities within the district.

Expires the authority to approve a tax increment financing plan on December 31, 2030.
