Appropriates $10,000,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of St. Paul for the Minnesota Latino Museum project at 85 West Water Street on Harriet Island.

Authorizes the city of St. Paul to use funds to acquire property, predesign, design, construct, furnish, and equip the museum facility.

Permits the city to enter into a lease or management agreement for museum operations, subject to Minnesota Statutes section 16A.695.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $10,000,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI sections 4 to 7.

Takes effect the day following final enactment.
