Expands the definition of "ballot question" to include questions voted on by all voters of any county, city, school district, township, or special district, not just state-level and specific Hennepin County questions.

Expands the definition of "local candidate" to include individuals seeking nomination or election to any county, city, school district, township, or special district office, broadening beyond the current Hennepin County-specific definition.

Requires political committees, political funds, and party units spending more than $200 in non-general election years on local candidates or ballot questions to file multiple reports including first-quarter, May 31, pre-primary, and pre-general election reports.

Modifies campaign finance reporting requirements for local candidates and committees by adjusting report timing (changing 10 days to 15 days before primary elections) and clarifying that reports are required regardless of whether a primary is conducted.

Effective July 1, 2024; repeals prior definitions of ballot question and committee that were specific to local political subdivision elections.
