Appropriates $4,900,000 from the state transportation fund bond proceeds account to Scott County for design and construction of local road improvements at the U.S. Highway 169 interchange with marked Trunk Highway 282 and County State-Aid Highway 9 in Jordan, including bicycle and pedestrian accommodations, rail grade separation, and utility relocations.

Appropriates $4,200,000 from the trunk highway fund bond proceeds account to Scott County for trunk highway improvements at the same Jordan interchange location, including bicycle and pedestrian accommodations and bridge and road construction.

Appropriates $4,600,000 from the state transportation fund bond proceeds account to Scott County and Sand Creek Township for local road improvements supporting a programmed U.S. Highway 169 overpass project at Bluff Drive in Sand Creek Township, including bicycle and pedestrian accommodations and rail safety improvements.

Appropriates $2,500,000 from the state transportation fund bond proceeds account to Scott County and St. Lawrence Township for local road improvements supporting a programmed interchange project at U.S. Highway 169 and County State-Aid Highway 59 (Delaware Avenue) in St. Lawrence Township.

Authorizes the sale and issuance of state bonds totaling $9,100,000 for general obligation bonds and $4,200,000 for trunk highway bonds to fund these transportation projects.
