S.F. No. 3504 - The Parentage Act

• Enacts the Uniform Parentage Act as Minnesota Statutes chapter 257E, replacing the current parentage law (sections 257.51-257.74) effective August 1, 2024.

• Establishes comprehensive procedures for determining parent-child relationships including presumed parentage, voluntary acknowledgments, genetic testing, and court adjudication with specific rules for all family formation types.

• Creates a registry of paternity allowing men to register for notification of adoption or termination proceedings; provides detailed procedures for searching and managing the registry.

• Regulates assisted reproduction and surrogacy agreements, including requirements for genetic and gestational surrogacy with validation procedures, termination rights, and provisions for deceased intended parents.

• Requires gamete banks and fertility clinics to collect and maintain donor identifying information and medical history, with disclosure rights for children age 18 and older, and permits courts to adjudicate multiple parents if in child's best interest.
