• Authorizes all cities (both home rule charter and statutory cities) to designate lands for pedestrian malls on city rights-of-way, expanding authority previously limited to cities of the first class.

• Excludes pedestrian mall-designated segments from county state-aid highway systems and municipal state-aid street systems to prevent conflicting designations.

• Requires city council approval through ordinance adoption and establishes five conditions for pedestrian mall designation: street must not be a state highway, must be located within a city right-of-way, must be improved to maximum width, alternate vehicle routes must exist, and pedestrian use must be the highest and best use.

• Requires commissioner of transportation approval if the pedestrian mall uses state highway property, and requires county approval if the pedestrian mall uses county road property.

• Limits legal challenges to pedestrian mall ordinances to appeals filed within 20 days of final adoption and publication in district court.
