Appropriates unspecified amount from general fund in fiscal year 2025 to Board of Water and Soil Resources for manure management grants to enhance groundwater protection and reduce agricultural greenhouse gases

Prioritizes grants for areas with high groundwater nitrate levels or vulnerable geology as identified on Department of Agriculture's vulnerable groundwater area map

Funds eligible activities including karst feature buffers, conservation easements, and cost-share assistance for manure management and storage facilities; anaerobic digesters are ineligible

Requires feedlot grant recipients to prepare nutrient management plans, operate at fewer than 1,000 animal units, and limits expanded liquid manure storage to 12 months of capacity based on current animal numbers

Appropriation is one-time funding available until June 30, 2028, and may be used to match federal money; grant agreements must document implementation of approved plans and activities
