Prohibits school employees, school resource officers, security personnel, and police officers from using prone restraint or physical holds that restrict breathing, impair communication, place pressure on head/neck/chest/vital areas, or result in straddling a student's torso.

Establishes school resource officers as peace officers assigned to schools through contract, explicitly excluding them from classification as school employees or agents of the district.

Requires all school resource officers to complete training by September 1, 2025, covering 14 learning objectives including juvenile justice, de-escalation techniques, mental health crisis response, trauma impacts, and legal standards for force use; existing officers have until June 1, 2027 to comply.

Mandates the Board of Peace Officer Standards and Training develop a model school resource officer policy by December 31, 2024, and requires all law enforcement agencies with school resource officer programs to adopt substantially similar written policies by September 1, 2025.

Appropriates $150,000 in fiscal year 2024 and $490,000 in fiscal year 2025 to the Department of Public Safety's school safety center, with a general fund base of $490,000 for fiscal years 2026 and 2027.
