The commissioner of the Department of Labor and Industry shall adopt rules modifying the State Building Code to allow a single exit stairway to serve nontransient multifamily residential structures with occupiable floors or roofs not exceeding 75 feet above the lowest level of fire department vehicle access.

First floors of such buildings may be used for nonresidential purposes classified as nonhazardous occupancy if served by separate entrances from residential floors.

Rule modifications must meet or exceed the model international fire code and require the responding fire department to meet or exceed NFPA 1710 standards for career fire departments.

The commissioner must consider and incorporate building code safety measures consistent with the Seattle Fire Code when conducting the rulemaking.

All modifications must be completed by July 1, 2026, with the bill effective the day following final enactment.
