Restricts sale of solvent-based paint materials (nonwaterborne paint and paint thinners) to licensed paint contractors effective July 1, 2025, with exceptions for containers of one gallon or less and household spray paints in aerosol cans.

Establishes a Paint Contractor Board consisting of six voting members: five paint contractors appointed by the governor with senate advice and consent, and the commissioner of labor and industry or designee.

Requires all individuals furnishing paint and painting services to obtain a paint contractor or journeyworker painter license from the commissioner beginning July 1, 2025; paint contractor applicants must demonstrate good character and pass a written or oral examination; journeyworker painter applicants must have at least three years of apprenticeship training in painting.

Authorizes the Paint Contractor Board to adopt rules regulating paint contracting standards, minimum licensing qualifications, license fees, and training and continuing education requirements, with licenses valid for three years and renewable.

Requires the governor to appoint board members by July 1, 2024, and the commissioner of labor and industry to convene the first board meeting by September 1, 2024.
