Modifies the pupil transportation adjustment calculation to include area learning center transportation aid as a deductible factor when determining the difference between actual transportation costs and baseline revenue.

Appropriates $1,000,000 for fiscal year 2024 and an unspecified amount for fiscal year 2025 for area learning center transportation aid, with unused balances carrying forward between years.

All provisions are effective for revenue in fiscal year 2025 and later.
