Changes the distribution percentage of lottery-in-lieu tax revenues from 72.43% to 97% for deposit into natural resources and related accounts.

Reallocates 97% of section 297A.65 revenues as follows: 50% to heritage enhancement account in game and fish fund, 22.5% to state parks and trails, 22.5% to metropolitan park and trail grants, 3% to local trail grants, and 2% to three zoos (Minnesota Zoological Garden, Como Park Zoo, and Duluth Zoo).

Establishes a new 2% regional parks and trails account for parks and trails of regional significance outside the seven-county metropolitan area, based on Greater Minnesota Parks and Trails Commission recommendations.

Establishes a new 1% outdoor recreational opportunities for underserved communities account to support projects connecting diverse and underserved Minnesotans to environmental experiences and outdoor recreation.

Effective date is July 1, 2023.
