Allows absentee ballot applications to be submitted electronically through a secure website maintained by the secretary of state for federal, state, and county elections.

Requires applicants using the electronic website to submit their email address and either a Minnesota driver's license number, state identification card number, or last four digits of their Social Security number.

Excludes town elections held in March from the electronic submission verification requirements.

Requires the secretary of state to verify electronically submitted applications against government databases and forward any unverifiable applications to law enforcement for investigation of suspicious activity.

Effective September 1, 2025, and applies to elections held on or after November 4, 2025.
