Modifies the definition of "tuition and fees" for state grant cost of attendance calculations to include only mandatory fees charged to full-time resident students, excluding tools, equipment, computers, optional fees, and punitive fees.

Changes tuition and fee maximums for two-year programs to reference Minnesota state colleges and for four-year programs to reference Minnesota state universities, effective July 1, 2025 for the 2025-2026 school year and later.

Provides a separate tuition and fees maximum for students already enrolled in eligible institutions during the 2024-2025 school year or before, set at the highest tuition and fees charged at a public university, applying for fiscal years 2026 through 2031.

Maintains the living and miscellaneous expense allowance at 115 percent of federal poverty guidelines for a one-person household in Minnesota for nine months when no allowance is established in law.

Clarifies that students confined to Minnesota correctional institutions receive only the tuition and fee component of cost of attendance with no living and miscellaneous expense allowance.
