Creates a reward account in the special revenue fund to pay rewards for information on missing and murdered Indigenous relatives investigations, administered by the Office for Missing and Murdered Indigenous Relatives director.

Establishes a six-member reward advisory group including representatives from legal services, advocacy, and victim service organizations for Indigenous women and girls, a Tribal peace officer, and the Minnesota Human Trafficking Task Force.

Authorizes spending up to four percent of available funds on advertising or public relations campaigns to increase public awareness about reward availability.

Allows the director to apply for and accept grants and donations from public and private entities to fund the reward account.

Appropriates $110,000 in fiscal year 2024 from the general fund to the commissioner of public safety and requires appointment of advisory group members by August 15, 2023, with first meeting by October 1, 2023.
