Authorizes licensed driver education programs to offer online classroom instruction to students ages 15-17 seeking instruction permits, in addition to existing in-person, home-classroom, and concurrent classroom/behind-the-wheel options.

Requires online driver education programs to include performance outcome tracking, rotating quiz pools, student identity verification, time measurement features, 24/7 technical support, licensed instructor monitoring, secure data storage, and online supplemental parental curriculum.

Prohibits the commissioner from imposing requirements on online programs that do not equally apply to traditional classroom driver education programs.

Repeals Minnesota Rules part 7411.0535, which previously restricted online classroom instruction to adults age 18 and older.

Makes all changes effective July 1, 2023.
