Appropriates $3,848,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for a grant to the city of Becker for predesign, design, and right-of-way acquisition for an interchange project.

Interchange will be constructed at the intersection of U.S. Highway 10, Trunk Highway 25, Becker County State-Aid Highway 8, and Becker County Road 52 in the city of Becker and Becker Township.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,848,000 to provide the appropriated funds, with proceeds deposited in the bond proceeds account in the trunk highway fund.

Bond issuance follows Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Becomes effective the day following final enactment.
