Permits parents, stepparents, legal guardians of minors, and spouses to provide personal care assistance services and receive compensation under medical assistance, overriding existing restrictions in Minnesota Statutes section 256B.0659.

Requires the commissioner of human services to seek federal approval for these payments while making state-only funded payments until federal approval is obtained or denied.

Section expires upon full implementation of community first services and supports under Minnesota Statutes section 256B.85, with the commissioner to notify the revisor of statutes upon expiration.

Effective retroactively from November 11, 2023.
