Department of Commerce Division of Energy Resources must develop a detailed plan for Minnesota to transition to 100 percent renewable energy and achieve net-zero greenhouse gas emissions by 2040 or sooner.

Plan must address energy and pollution burdens in environmental justice areas of concern and involve stakeholder consultation including frontline communities, utilities, labor, industry, farming, and technical experts as design and development partners.

Plan must consider economic costs of fossil fuel reliance, job creation opportunities, necessary energy efficiency and renewable investments, new technologies for energy storage and transmission, and agricultural carbon sequestration practices.

Plan must utilize all known technologies to eliminate fossil fuel use in power generation, heating and cooling, industry, agriculture, and transportation sectors.

Division of Energy Resources must deliver the plan to legislative energy policy committees by January 15, 2026, and submit annual progress reports thereafter on technological advancements and changing conditions affecting net-zero transition goals.
