• Requires the Commissioner of Management and Budget to incorporate Metro Mobility special transportation service net costs into February and November state revenue and expenditure forecasts based on specific cost factors including service levels, fleet maintenance, and non-state funding sources.

• Establishes that net costs must account for maintaining service demand (area, hours, scheduling, fares), bus fleet maintenance and replacement, and meeting section requirements, minus non-state funds and adjusted for prior-year actual costs.

• Requires the Metropolitan Council to submit a financial review with each forecast detailing sources and expenditures for prior two years and forecast period, cost assumptions, ridership and farebox recovery rates, and forecast adjustment amounts.

• Changes the effective date for the forecasted funding requirements from July 1, 2024 to July 1, 2023, and applies the provisions beginning with the November 2023 forecast for fiscal years starting July 1, 2025 in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.
