Appropriates funds from the general fund in fiscal year 2025 to the Department of Corrections commissioner to create a higher education liaison position coordinating with the Minnesota Office of Higher Education.

Requires the Department of Corrections to provide outreach in all Minnesota correctional facilities informing incarcerated persons about the federal Fresh Start program and encouraging eligible persons to enroll.

Mandates the commissioner work with a student loan debt counseling grantee to assist Fresh Start applicants in enrolling in income-driven repayment plans when borrowers are in repayment status.

Requires the commissioner to report by January 15, 2025 to legislative committees with jurisdiction over corrections and higher education including outreach efforts, enrollment numbers, persons served by debt counseling grantees, and number of incarcerated persons who contacted the U.S. Department of Education about Fresh Start enrollment.
