Appropriates $5,000,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to Washington County for construction of an emergency housing services building in Stillwater.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,000,000 to provide the appropriated funds, following procedures in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Becomes effective the day following final enactment.
