Adds new subsection (c) to Minnesota Statutes 260E.03, subdivision 15, stating that a child cannot be considered neglected solely because a parent allows independent activities without adult supervision.

Independent activities protected include traveling to or from school or nearby locations by bicycle or on foot, playing outdoors, and remaining at home for a reasonable period of time.

Protection applies only when independent activities are appropriate based on the child's age, maturity, and physical and mental abilities.

Protection applies only when lack of adult supervision does not constitute conduct that is so grossly negligent as to endanger the child's health or safety.

Renumbers existing subsection (c) regarding spiritual means and prayer as subsection (d), and renumbers the duty exception provision from (c) to (d).
