Extends the additional 40-cent-per-ton fertilizer inspection fee from June 30, 2024 to June 30, 2034, with minimum $10 per tonnage report.

Requires revenue from the additional 40-cent-per-ton fee to be deposited into the agricultural fertilizer research and education account.

Sets the base inspection fee at no less than 39 cents per ton and no more than 70 cents per ton, with commissioner required to hold public meeting before increasing fee by more than 5 cents per ton.

Extends expiration dates for sections 18C.70, 18C.71, and 18C.80 from June 30, 2025 to June 30, 2035.

Requires registrants and licensees to retain invoices showing fertilizer distribution amounts and inspection fees paid for three years.
