Amends Minnesota Statutes section 256.043, subdivision 3, regarding appropriations from the registration and license fee account in the opiate epidemic response fund.

Appropriates $100,000 for opiate antagonist distribution grants and $2,000,000 for grants to Tribal nations and urban Indian communities for traditional healing practices and behavioral health workforce development.

Appropriates $400,000 for opioid-focused Project ECHO programs, $3,000,000 annually beginning fiscal year 2025 for safe recovery site grants, and $395,000 in fiscal year 2024 and $415,000 annually thereafter for opioid overdose surge alert system.

Appropriates $753,000 annually beginning fiscal year 2025 to the Board of Pharmacy for establishing integrated access to prescription monitoring program reports within clinical software and electronic medical records systems.

Makes funds appropriated for certain programs available for three years after appropriation, and allows county and Tribal social service agencies to distribute funds on a calendar year basis beginning in fiscal year 2022.
