Commissioner of education must amend the state's North Star accountability plan adopted under the federal Every Student Succeeds Act.

School districts cannot report Minnesota Comprehensive Assessment scores for students who opt out of the assessment.

Students who opt out of the assessment must be excluded from all student groups used to calculate district or school achievement rates.

Effective for the 2024-2025 school year and later.
