Adds a new exception to the foster care licensing moratorium for community residential setting licenses replacing supervised living facilities in existence on January 1, 2024, that are licensed under sections 144.50 to 144.56, have a capacity of 5-6 beds, and are not certified as intermediate care facilities for persons with developmental disabilities; this exception is available until June 30, 2026.

Requires the commissioner to print on foster care license certificates whether the physical location is the primary residence of the license holder, and requires applicants and license holders to immediately notify the commissioner if the primary residence changes.

Requires license holders of non-primary residence foster care homes that provide federally approved home and community-based services waiver-funded services to inform the human services licensing division about providing or intending to provide these services.

Establishes procedures for notifying corporate foster care and community residential setting license holders when licensed beds are reduced, including written notice by certified mail or personal service and the right to request reconsideration within 20 calendar days.

Maintains existing moratorium on children's residential treatment services with exception for facilities serving only private pay clients, and grants the commissioner authority to manage existing statewide capacity.
