S.F. No. 3735 - Disability Waiver Rates Summary

• Increases the competitive workforce factor from 6.7 percent to 16.76 percent across all disability waiver service categories including community residential services, family residential services, integrated community supports, adult day services, day support services, prevocational services, and unit-based services.

• Modifies base wage index calculations for supervisory staff to use 60 percent of median wage for social and community service managers plus 40 percent of community and social services specialists, with exceptions for positive supports professionals.

• Applies to multiple service types: community residential services, family residential services, integrated community supports, adult day services, day support services, prevocational services, unit-based services with and without programming.

• Effective January 1, 2025, or upon federal approval, whichever is later, with the Commissioner of Human Services required to notify the revisor of statutes when federal approval is obtained.

• Does not alter the underlying payment rate calculation methodologies, supervisory span ratios, employee-related cost ratios, or general administrative support ratios for most service categories.
