Modifies the town aid distribution formula for Minnesota towns starting in 2025 to use a "town aid factor" (product of agricultural property factor, town area factor, and population factor) instead of calculating each factor separately

Each town receives a share of available town aid equal to its town aid factor divided by the sum of all towns' town aid factors

Increases the total annual town aid limit from $10,000,000 (2015-2024) to $11,500,000 for aids payable in 2025 and thereafter

Removes the previous requirement to proportionately reduce individual town distributions if total aid exceeded the statutory limit

Changes the effective date to calendar year 2025 for both the new calculation method and increased funding amount
