Appropriates $15,000,000 from the bond proceeds fund to the Metropolitan Council for capital improvements, betterments, and acquisition of regional recreational open-space lands in accordance with Minnesota Statutes section 473.147.

Prohibits use of appropriated funds to purchase easements.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $15,000,000 to provide the appropriated funds, pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
