• Creates remedies allowing employers to be liable for unprovided or unused earned sick and safe time plus equal liquidated damages; defaults to 48 hours per year if records are insufficient.

• Adds exception allowing certain essential employees (firefighters, peace officers, 911 dispatchers, correctional guards, public employees with commercial licenses) to not use sick time during weather emergencies if covered by collective bargaining agreements or explicit employer policies.

• Appropriates $1,899,000 in fiscal year 2025 for enforcement, $300,000 for community organization grants, and $310,000 one-time for rulemaking.
