Mandates the Board of Trustees of the Minnesota State Colleges and Universities to waive per-credit tuition costs for undergraduate students engaged in student teaching in public school classrooms.

Requests (but does not mandate) the Board of Regents of the University of Minnesota to waive per-credit tuition costs for undergraduate student teachers.

Requires both boards to annually report by July 1, beginning July 1, 2025, to the Office of Higher Education and Department of Education on the number of student teachers who received tuition waivers in the previous academic year.

Appropriates $4,000,000 in fiscal year 2025 from the general fund to the Minnesota State Colleges and Universities for tuition waiver costs and reporting expenses.

Appropriates $1,500,000 in fiscal year 2025 from the general fund to the University of Minnesota for tuition waiver costs and reporting expenses.
