Appropriates $500,000 in fiscal year 2025 to the Board of Trustees of the Minnesota State Colleges and Universities to partner with the National Head Start Association and Association of Community College Trustees to establish Head Start centers on college campuses.

Appropriates $500,000 in fiscal year 2025 to the commissioner of the Office of Higher Education for grants to public higher education institutions to renovate physical spaces for childcare.

Appropriates $500,000 in fiscal year 2025 to the commissioner of the Office of Higher Education for matching funds to postsecondary institutions receiving federal childcare funding from Head Start and CCAMPIS programs, with institutions eligible to match up to $150,000 in federal funds.

Requires the Office of Higher Education commissioner to develop an application process and prioritize institutions receiving the smallest amount of federally funded childcare.

Directs institutions to use matching funds to support or establish campus-based childcare programs serving low-income students.
