Amends Minnesota Statutes to modify the Minnesota Youth Council Committee membership to include students in grades 8 through 12 (previously ages 13-19), maintaining four members from each congressional district plus four at-large members selected through application and interview.

Requires the Minnesota Alliance With Youth to strive for gender and ethnic diversity when appointing committee members, who serve two-year terms with a maximum of two terms (initial members serve one-year terms).

Adds authorization for the Minnesota Alliance With Youth to receive annual state appropriations to fund operations of the Minnesota Youth Council.

Appropriates $375,000 from the general fund to the Department of Education for fiscal year 2025 as a grant to the Minnesota Alliance With Youth for Minnesota Youth Council activities.

Sets the budget base for this program at $375,000 for fiscal year 2026 and later.
