Allows licensed well contractors to design and install water service lines without requiring separate professional engineering or architecture licensure.

Exempts well contractors licensed under chapter 103I from needing additional licenses, registrations, or bonds under chapter 326B when performing water service line work within their scope of practice.

Adds licensed well contractors to the list of professionals whose planning and supervision of construction work does not require compliance with professional engineer and architect licensing requirements under Minnesota Statutes section 326.02.

Expands the scope of work that well contractors can perform to include designing and installing water service lines, in addition to existing permitted activities like installing service pipes, hydrants, and control valves.
