Amends Minnesota Statutes section 363A.20, subdivision 2 to allow religious or fraternal organizations to make employment decisions based on sexual orientation or gender identity when these qualify as bona fide occupational qualifications.

Modifies section 363A.26 to permit religious associations, corporations, and societies (and their educational institutions) to take any action regarding sexual orientation or gender identity in matters of education, employment, housing, real property, and facility use.

Exempts such religious actions from application to secular business activities unrelated to the religious organization's stated religious and educational purposes.

Allows religious organizations to refuse provision of goods, services, facilities, or accommodations directly related to civil marriage solemnization or celebration based on religious belief violations.
